Rental Policy Falköpings Hyresbostäder AB

Introduction
Falköpings Hyresbostäder (Hyresbostäder) shall, based on a public benefit purpose, promote housing supply in the municipality by providing good and affordable housing (and premises). The company shall contribute to developing Falköping as an attractive residential location by creating healthy and safe environments, actively participating in supplying the housing market with homes, and offering varied housing options.

Hyresbostäder shall create added value for customers through high service and competence, by delivering a sense of home and well-being, and by showing care for the environment.

Purpose
Hyresbostäder’s rental policy aims to provide clear and consistent regulations designed in accordance with the Rental Act. The right customer for the right home is the basic principle of our rental process. The regulations shall also minimize relocations within the property portfolio and reduce rental losses.

The rental policy applies to housing, premises, and parking spaces.

Customer Assessment
Anyone who meets Hyresbostäder’s rental policy can become a tenant. To be able to apply for housing at Hyresbostäder, the following applies:

  • You must be 18 years of age when the rental contract is established
  • You must have a Swedish personal identification number or equivalent, be registered as a resident in Sweden, be an EU citizen, be a Nordic citizen, or have permanent residence permit. Identification must be presented upon request from Hyresbostäder.
  • Exceptions to the above requirements apply to persons assigned housing by the municipality, for example, persons temporarily residing in Sweden due to war. These cases are handled in cooperation with the municipality and are not covered by the regular rental policy.
  • Hyresbostäder accepts tenants assigned by the municipality, for example through social contracts. These cases are handled within the framework of special agreements with the municipality and may deviate from the regular rental policy.
  • You must be able to pay the rent for the applied housing and must be able to verify your and/or the household’s disposable income. The income must be acceptable in relation to the current rent level, which means that the household must have an amount corresponding to the Swedish Enforcement Authority’s standard amount remaining after the rent is paid. These amounts are updated annually.
  • A credit check will always be performed (if a guarantor is accepted, a credit check will also be performed on them).
  • All payment remarks and debts regarding rental claims at the Swedish Enforcement Authority or other creditors must be settled. We do not accept payment remarks that have occurred in the last twelve (12) months. For older payment remarks, an individual assessment is made.
  • Previous residences must be free from disturbances. Information from current or previous landlords may be obtained regarding any disturbances and payment behavior.
  • You can only have one housing contract per family within marriage (spouse/cohabiting partner). Exceptions may apply for larger families.
  • You must have valid home insurance throughout your entire tenancy with Hyresbostäder.
  • When requested, you must be able to verify your income within the specified time.
  • Our housing units are built for a maximum number of people who may live in the residence simultaneously, see numbers further down in this document. Hyresbostäder’s recommended maximum limits for number of residents per apartment:
    • 1 room and kitchen up to 50 sq m max 3 people
    • 2 rooms and kitchen up to 70 sq m max 4 people
    • 3 rooms and kitchen up to 90 sq m max 6 people
    • 4 rooms and kitchen up to 110 sq m max 8 people
    • 5 rooms and kitchen up to 120 sq m max 10 people

Queue System

Hyresbostäder uses a queue system to fairly distribute available housing, smaller storage/premises, and parking spaces. Exceptions from the queue system due to special circumstances, new construction, or extensive renovations are described below.

Each housing, storage/premises, or parking space applicant can register in the queue system. Parking spaces are primarily rented to our housing tenants. It is the applicant’s responsibility to ensure that contact information, income information, and any other preferences are current.

Application of the queue system:

  • You receive 1 queue point per day.
  • Queue points are personal and cannot be transferred.
  • Applicants must be at least 16 years old.
  • As an applicant, you must register yourself in the queue; we do not accept registrations from third parties. Any registration made via third parties will be deleted from the housing queue.
  • To maintain your place in our queue system, you must log in to My Pages at www.hyresbo.se once a year. Otherwise, your applicant profile will be removed from our system according to the General Data Protection Regulation (GDPR).
  • Applicants who have carefully specified their preferences via a Search Subscription receive emails when matching available apartments are found.
  • Applicants must express interest themselves by logging in to Hyresbostäder’s website.
  • An applicant can express interest in a maximum of five apartments at a time.
  • When the application period has expired, one to five applicants with the highest points are selected, provided they meet the rental policy. These are offered to view the apartment. Registration for viewing must be done via My Pages, email, or phone. In some cases, viewing may be offered to all interested parties to save time.
  • A response must always be given as yes or no. Responses can be submitted via login or by contacting Hyresbostäder’s office. If no response is received, it is interpreted as a no.
  • The person who has accepted and has the highest queue points or has special circumstances and meets this policy is assigned the apartment and a rental contract is established. After this, the queue points are reset.
  • If the residence is a profile accommodation, such as security housing, 55+ housing, 70+ housing, or allergy-adapted housing, the residence is assigned to applicants who meet the accommodation’s profile.

Special Circumstances
Hyresbostäder reserves the right, when allocating apartments, to consider existing tenants who have experienced changed housing needs, e.g., illness, old age, disability, family situation, work situation, and to allocate apartments in connection with social housing needs.

The allocation may in some cases also consider applicants from other locations who have obtained primary employment in Falköping that can be expected to last at least 12 months.

The allocation may, in cases where the apartment is ready for immediate occupancy or within a shorter period than three months, be made by giving priority to the applicant who first expresses interest and can move in at the designated time. Allocation is then based on the time of expression of interest and assumes that other requirements according to this policy are met.

The property owner ultimately decides who will be allocated an apartment.

Managing Hard-to-Rent Apartments

For hard-to-rent apartments, we apply a first-come, first-served principle. The first person to accept the offer and simultaneously meets the applicable requirement policy is offered a contract.

New Construction/Major Renovation Projects

Separate queues may be established for new housing construction and major renovation projects.

Relocation
To prevent resource-demanding relocations, tenants must live at least one year in the same apartment before a new residence can be offered via the queue system. Exceptions may occur under special circumstances.

For relocation, the same customer assessment applies as for new tenants. The same applies if contract holders wish to make changes.

Termination
For housing, storage premises, garages, and parking spaces, a three-month notice period normally applies according to the rental contract. If a tenant passes away, a one-month notice period applies.

For premises, a nine-month notice period normally applies according to the rental contract.

Unauthorized subletting (without Hyresbostäder’s approval) is grounds for termination.
Rental objects can also be forfeited for other reasons, according to § 42 of the Rental Act.
